Vigilance Awareness Week – 2025
As per the directive of Central Vigilance Commission (CVC) vide Circular No. 04/08/25 dated 01.08.25, Vigilance Awareness Week – 2025 (VAW-2025) was observed in Goa Shipyard Limited (GSL) from 27th October to 02nd November 2025 with the theme:
"Vigilance: our Shared Responsibility"
"सतर्कता: हमारी साझा जिम्मेदारी"
As a prelude to VAW-2025 and as per directives of CVC, a 3-month campaign from 18.08.2025 to 17.11.2025 on Preventive Vigilance was undertaken at GSL with focus on the following areas:
- Disposal pending complaints
- Disposal of pending cases
- Capacity Building Programs
- Asset Management
- Digital Initiatives
- As a part of Vigilance Awareness Week – 2025, the inaugural function was held on 27th Oct 2025 at GSL. The activities commenced with lighting of traditional lamp at the hands of officiating CMD followed by administering the Integrity Pledge to all employees present.
GSL released a short video film during the inauguration depicting the ill effects of corruption and awareness about Vigilance. It included messages from CMD/GSL and Director (Operations). The video was also uploaded on the YouTube channel for wider social media coverage.
GSL Serenade group performed a welcome song followed by the Vigilance song “Satark Bharat Sashakt Bharat”.
A street play on ill effects of corruption and Vigilance Awareness was performed by students of Manohar Parrikar High School, Vasco.
- As part of Vigilance Awareness Week – 2025 campaign, various activities were conducted as follows:
- In-house and outdoor competitions were organized to promote integrity, transparency, accountability, and to create awareness on corruption and its ill effects:
- Essay Writing Contest for School Students
- Elocution Contest for College Students
- Poster & Slogan Contest for GSL employees
- Essay Writing Contest for GSL employees
All the above events were based on the theme "Vigilance: our Shared Responsibility / सतर्कता: हमारी साझा जिम्मेदारी" and were well received by participants.
- A Vendor Meet followed by a Grievance Redressal Session was held with Commercial Department to ensure transparency and fairness. 27 representatives from various firms participated and provided feedback for improvement.
- GSL in collaboration with VVM’s Shree Damodar College of Commerce & Economics, Margao organized an inter-college Elocution Competition with participation from seven colleges across Goa.
- An Awareness Gram Sabha was held at Village Panchayat Neura where CVC documentaries were screened, and grievance redressal mechanism was explained. Panchayat members, citizens, and students attended.
- As part of Capacity Building Programs during VAW-2025, a total of 10 training sessions were organized on vigilance and ethics-related topics:
- Training on “Building a Culture of Ethics and Integrity – GOI mechanism” (91 Executives)
- Workshop on “PIO Calls, Modus Operandi & Cyber Security” (17 Officials)
- Session on “Prevention of Corruption Act and Disproportionate Assets” by CBI ACB Goa (72 Executives)
- Training on “Cyber Security & Cyber Awareness” (92 Executives & Supervisors)
- Training on “CTE-type Intensive Examination” (60 Executives & Officials)
- Training on CDA Rules, Charge-sheet Drafting, Vigilance Awareness, Certified Standing Orders & Investigation Techniques (multiple sessions)
- A Valedictory Function was conducted on 01 November 2025 for awarding certificates to winners of various competitions. CMD appreciated the efforts of the Vigilance Department and Senior Management.
Vigilance Awareness Week - 2024
As per the directiveof Central Vigilance Commission (CVC) vide Circular No.024/VGL/081/36147 dated 01.08.24,Vigilance Awareness Week – 2024 (VAW-2024) was observed in Goa Shipyard Limited (GSL) from 28th October to 03rdNovember 2024 with the theme.
“Culture of Integrity for Nation’s Prosperity”
“सत्यनिष्ठाकीसंस्कृतिसेराष्ट्रकीसमृद्धि“
As a prelude to VAW-2024 and as per directives of CVC, a 3 month campaign from 16th August 2024 to 15th November 2024 on Preventive Vigilance was undertaken at GSL with focus on the following areas:
- Capacity Building Programs
- Identification and Implementation of Systemic Improvement measures
- Up-dation of Circulars/ Guidelines/ Manuals
- Disposal of complaints received before 30.06.2024
- Dynamic digital presence
- As a part of Vigilance Awareness Week – 24, the inaugural function was held on 28th Oct 2024 at GSL. The activities commenced with lighting of traditional lamp at the hands of CMD, Directors, Independent Directorsand CVO in the presence of the Senior GSL Executives followed by administering of Integrity Pledge by CMD to Directors, Independent Directors,CVO, Executives and employees present during function.
GSL released a short video film during inauguration ceremonydepicting the ill effects of corruption &awarenessabout Vigilance. This was also uploaded on YouTube channel for creating awareness on wider scale.In orderto create more awareness on vigilance and give wider coverage an Audio message by CMD/GSL along with Jingles regarding Vigilance and Anti Corruption as circulated by CVC was also broadcasted on 92.7 BIG FM radio channel, during Vigilance Awareness Week -2024.

- As part of Vigilance Awareness Week – 2024 campaign, various activities were held as follows;

These events were well received by GSL employees and the students.
- As a part of agenda for VAW-2024, a vendor meet followed by grievance redressal session was held along with Commercial department of GSLwith special focus on achieving greater transparency and fairness to all. The firms / vendors who working with GSL were invited for vendors meet. Representatives of 10 firms attended the same. Feedback was taken from these firms attending this event for incorporation of suggested improvements and optimizing procurement performance without deviation in the rules and regulations.
- In collaboration with MES Vasant Joshi College of Arts & Commerce, Zuarinagar, Sancoale, GSL organized an inter college Elocution competition at MES Vasant Joshi College of Arts & Commerce, Zuarinagar, Sancoale auditorium, with an objective to raise public awareness, especially amongst the youths regarding the existence, Causes and gravity of threats posed by corruption. The contest was successful as 06 colleges from Goa participated in the event.
- GSL also organized an Awareness Gram Sabha in Village Panchayat at Sancoale,Goa. CVOGSL explained the role of CVC and the grievance redressal mechanism available to general public by means of power point presentation. CVC documentaries were also screened, highlighting the ill effects of corruption. The Panch of Village Panchayat spoke and thanked GSL profusely for conducting the event in his village. The program was attended by Panchayat members and citizens of the Panchayat area.
- of focus areas of the VAW-2024 is Capacity Building programmes which involve training and awareness session for the officials of the organisation. It was ensured that Officials having less than 10 years of work experience should undergo training during the Vigilance campaign period. In this regards, GSL, Vigilance Department organised total 08 training sessions forthe officials and employees and contractual employees of GSL on various topics highlighted by CVC as follows;
- day workshopwas conducted by Shri K Rajendran, Sr. DGM, PGCIL,Bengaluru on: Importance of Ethics in Management and Red Flags in Procurement for nominated GSL Executives and Supervisors which was attended by 88 nos. GSL executives and Supervisors.
- session by Shri Sanjay Krishna Navhale, CVO/GSL on: (i) Overview of Functioning of Vigilance in CPSEs (ii) Model CDA rules for CPSEs (iii) Annual Property Returns (iv) Private foreign visit by a CPSE employees (v) preparation of Agreed list and list of Officers of Doubtful Integrity (vi) Vigilance clearance issuance for Promotion and other than Promotion for nominated GSL Executives and Supervisors. Total 73nos.GSL executives and Supervisors attended the session.
- Training session on Cyber Hygiene & securityby senior Executive/ GSL was also held to educate GSL employees regarding cyber fraud and preventive measures for the same.Total 261nos.GSL Executives and officials attended the session in 3 different batches.
- Training session on Procurementby senior Executive/ GSL was also held to educate GSL employees regarding procurement. Total 88nos.GSL Executives and officialsattended the session.
- Training session on Systems & Procedures of Organizationby senior Executive/ GSL was also held to educate GSL employees. Total 42 nos. GSL Executives and officials attended the session
- A Vigilance Awareness session by Vigilance team was also conducted on Vigilance aspects for nominated GSL Contractual employees. Total 28nos. GSL Contract workers attended the session.
- the concluding day, a Valedictory function was held on 02ndNovember 2024 at GSL for handing over of certificates for prize winners of various competitions held during VAW-2024. Shri B. K. Upadhyay, CMD, GSL, addressed the Directors, HoDs and other Senior Executives, present for the function.The event of VAW 2024 was conducted successfully in GSL by GSL Vigilance dept. under guidance of GSL senior management.
